BAB I
PENGENALAN SISTEM
A. DEFINISI SISTEM
Sistem adalah sekumpulan hal atau kegiatan atau elemen atau subsistem yang saling bekerja sama guna mencapai suatu tujuan.
Definisi yang lain:
1. Pendekatan sistem yang menekankan pada prosedur
Sistem adalah suatu jaringan kerja dari prosedur – prosedur yang saling berhubungan dan bekerjasama untuk mencapai sasaran tertentu.
2. Pendekatan sistem yang menekankan pada komponen
Sistem adalah kumpulan dari elemen – elemen yang saling berinteraksi untuk mencapai tujuan tertentu.

C. JENIS – JENIS SISTEM
1. Sistem Abstrak
Sistem yang berupa pemikiran/ide tidak tampak secara fisik.
Contoh: sistem teologi
2. Sistem Fisik
Sistem yang ada secara fisik.
Contoh: sistem komputerisasi akuntansi
3. Sistem Alami
Sistem yang terjadi melalui proses alam tidak dibuat manusia.
Contoh: sistem rotasi bumi
4. Sistem Buatan Manusia
Sistem buatan manusia yang melibatkan interaksi manusia dengan mesin.
5. Sistem Tertentu
Sistem yang dapat diprediksikan dengan pasti, sehingga outpt dapat diramalkan.
Contoh: sistem komputer dengan program – program yang dijalankan.
6. Sistem Tak Tentu
Sistem yang masa depannya tidak dapat ditentukan
7. Sistem Tertutup
Sistem yang tidak berhubungan dan tidak berpengaruh dengan lingkungan luarnya.
8. Sistem Terbuka
Sistem yang berhubungan dan terpengaruh dengan lingkungan luarnya.
D. DATA DAN INFORMASI
Data adalah bahan keterangan tentang kejadian – kejadian nyata atau fakta – fakta. Contoh: angka, gambar, dsb.
Informasi adalah data yang telah diproses dan diorganisasikan sehingga mempunyai arti sebagai dasar mengambil tindakan langsung atau tidak langsung. Contoh: jam kerja dikalikan upah per jam adalah gaji kotor karyawan.

E. FAKTOR – FAKTOR INFORMASI

2. Biaya informasi
Biaya informasi tingkat tinggi pada suatu informasi berkisar antara 5% - 10% dari keseluruhan biaya informasi.
Komponen biaya informasi:
a. biaya perangkat keras (biaya tetap)
b. biaya analisis (perancangan dan pelaksanaan system)
c. biaya tempat dan lingkungan
d. biaya perubahan
e. biaya operasional (gaji karyawan, pemeliharaan fasilitas)
3. Nilai Informasi
Menurut Gordon B. Davis, nilai informasi dikatakan sempurna bila perbedaan antara kebijakan optimal tanpa informasi yang sempurna dan kebijakan optimal dengan informasi yang sempurna dapat dinyatakan dengan jelas.
Menurut John Burch nilai informasi didasarkan pada 10 sifat berikut:
a. kemudahan dalam memperoleh
b. sifat luas dan kelengkapannya
c. ketelitian
d. kecocokan dengan pengguna
e. ketepatan waktu
f. kejelasan
g. fleksibilitas/keluwesannya
h. dapat dibuktikan
i. tidak ada prasangka
j. dapat diukur

a. Akurat : bebas dari kesalahan, tidak bias atau menyesatkan

KONSEP SISTEM INFORMASI DAN

A. PENGOLAHAN DATA
Pengolahan data adalah: serangkaian operasi atas informasi yang direncanakan guna mencapai tujuan.
Unsur – unsur pengolahan data:
1. pengumpulan data (data capturing)
2. pembacaan data (reading)
3. pemeriksaan (verifying)
4. perekaman (recording)
5. penggolongan (classifying)
6. pengurutan (sorting)
7. peringkasan (sumarizing)
8. perhitungan (calculating)
9. perbandingan (comparing)
10. pemindahan (transmitting)
11. penampilan kembali (retrieving)
12. penggandaan (reproduction)
13. penyebarluasan (distribution)
B. EMPAT METODE PENGOLAHAN DATA
1. Metode Manual
Semua operasi pengolahan data dilakukan dengan tangan menggunakan beberapa alat bantu yang sederhana (pensil, penggaris)
2. Metode Elektromekanikal
Semua operasi pengolahan data dilakukan secara manual dibantu dengan mesin – mesin elektronik sederhana.
3. Metode Sistem Warkat
Prinsip sistem warkat: data – data mengenai suatu objek dicatat pada suatu kartu dengan sandi lubang, sejumlah kartu yang mengandung sejumlah data tentang objek yang sama digabung untuk membentuk suatu berkas.
4. Metode Elektro Komputer
Persyaratan pemilihan metode pengolahan data dapat ditentukan dengan memepertimbangkan hal – hal sebagai berikut:
1. Volume unsur – unsur data yang dimuat
2. Kompleksitas operasi pengolahan data yang diperlukan
3. Batasan waktu pengolahan
4. Tuntutan pertimbangan
C. BENTUK PENGOLAHAN DATA DALAM STRUKTUR ORGANISASI
1. Sentralisasi
Operasi – operasi pengolahan data dilaksanakan oleh suatu bagian yang terpisah dalam struktur organisasi yang sering disebut bagian pengolahan data elektronik (Electronic Data Processing / EDP).
Bentuk pengolahan data tersentralisasi dalam struktur organisasi mempunyai faktor pendukung:
a) penghematan khusus dalam hardware dan pengadaan personalia
b) penghematan karena meniadakan pengembangan sistem yang ganda
c) manfaat karena standarisasi
d) manfaat karena sistem yang seragam
2. Desentralisasi
Kegiatan pengolahan data dilakukan dalam bidang – bidang organisasi fungsional otonomi atau yang merupakan sub organisasi. Contoh: akuntansi, keuangan, personalia, riset dan pengembangan, dll.
Faktor yang mendukung desentralisasi pengolahan data dalam strutur organisasi:
a) pelayanan yang makin baik karena kepekaan terhadap kondisi lokasi
b) kebijakan desentralisasi dalam manajemen
c) kelangkaan kesamaan diantara fungsi unit – unit organisasi yang mempersulit adanya standarisasi sistem
3. Terdistribusi
Data yang diolah disebar ke bagian – bagian, namun bagian – bagian tersebut disatukan kembali secara logika dan diwasi oleh bagian yang mempunyai peringkat lebih tinggi sehingga membentuk suatu kesatuan.
Keuntungan pengolahan data terdistribusi:
a) dapat meminimkan biaya
b) mempersingkat waktu respon untuk memperoleh data
c) pengontrolan pada data – data kritis secara normal
d) kemanan backup yang efektif
D. PENGERTIAN SISITEM INFORMASI
Menurut John Burch dan Gary G sistem informasi terdiri dari komponen – komponen yang disebut dengan istilah blok bangunan, yaitu:
1. blok masukan
2. blok model (kombinasi prosedur, logika dan model matematik yang akan memanipulasi data input)
3. blok keluaran
4. blok teknologi
5. blok basis data
6. blok kendali

E. PENGERTIAN SISTEM INFORMASI MANAJEMEN
Menurut Frederick H WU, SIM adalah kumpulan dari sistem – sistem yang menyediakan informasi untuk mendukung manajemen.
Menurut Gordon B Davis , SIM adalah sistem manusia / mesin yang menyediakan informasi untuk mendukung operasi, manajemen dan fungsi pengambilan keputusan dari suatu organisasi.
Penggolongan SIM berdasarkan besar kecilnya organisasi:
1. sistem informasi akuntansi (transaksi keuangan)
2. sistem informasi pemasaran
3. SIM persediaan (Inventory Management Information System)
4. sistem informasi personalia
5. sistem informasi distribusi
6. sistem informasi pembelian
7. sistem informasi kekayaan
8. sistem informasi analisis kredit
9. sistem informasi penelitian dan perkembangan
10. sistem informasi tekhnik

BAB III
KONSEP PENGAMBILAN KEPUTUSAN
A. DEFINISI KEPUTUSAN
Keputusan adalah: suatu pilihan dari strategi tindakan / suatu pilihan yang mengarah kepada tujuan yang diinginkan / aktifitas pemilihan tindakan dari sekumpulan alternatif untuk memecahkan suatu masalah.
Ada tiga kunci yang pelu diperhatikan dalam proses pengambilan keputusan:
1. Aktifitas manajemen
2. Pemilihan alternatif
3. Pencapaian tujuan / pemecahan masalah
B. TIPOLOGI KEPUTUSAN
Secara garis besar dikenal tiga tipologi:
1. Keputusan berdasarkan tingkat kepentingan
Kegiatan manajemen untuk masing – masing tingkatan manajerial dapat dikategorikan sebagai berikut:
a) perencanaan strategi, merupakan kegiatan manajemen tingkat atas
b) pengendalian manajemen, merupakan kegiatan manajemen tingkat menengah
c) pengendalian operasi, merupakan kegiatan manajemen tingkat bawah
Perencanaan strategi menurut Frederick H.WU adalah: proses evaluasi lingkungan organisasi, penerapan tujuan organisasi dan penentuan strategi – strategi. Sedangkan menurut Robert N Anthony dan John Dearden perencanaan strategi adalah: proses penentuan tujuan – tujuan dari organisasi dan strategi – strategi yang digunakan untuk mencapai tujuan – tujuan tersebut.
Pada dasarnya perencanaan strategi meliputi:
a) proses evaluasi lingkungan luar organisasi
b) penetapan tujuan
c) penentuan strategi
2. Keputusan berdasarkan tingkat regularitas
a) keputusan terprogram
yaitu keputusan – keputusan yang berkaitan dengan persoalan yang telah diketahui sebelumnya. Proses pengambilan keputusan seperti ini biasanya didasarkan pada tekhnik tertentu dan sudah dibuat standarnya.
b) Keputusan setengah terprogram
Pengambilan keputusan yang diambil oleh pengambil keputusan tidak terprogram, dengan pertimbangan ide / masukan tim bawahan keputusan tidak terprogram
c) Keputusan tidak terprogram
Yaitu keputusan – keputusan yang berkaitan dengan berbagai persoalan baru. Contohnya: perluasan pabrik, penembangan produk – produk baru.
3. keputusan berdasarkan tipe persoalan
a) keputusan internal jangka pendek
biasanya menyangkut masalah – masalah yang berkaitan dengan kegiatan rutin / operasional, seperti pembelian bahan baku, penentuan jadwal produksi.
b) Keputusan internal jangka panjang
Keputusan yang berkaitan dengan permasalahan organisasional, seperti perombakan strutur organisasi, perubahan departemen.
c) Keputusan eksternal jangka pendek
Keputusan yang berkaitan dengan semua persoalan yang berdampak atau berhubungan dengan lingkungan dalam rentang waktu yang relatif pendek. Contoh: mencari subkontrak untuk suatu permintaan khusus.
d) Keputusan eksternal jangka panjang
Keputusan yang berkaitan dengan semua persoalan yang berdampak atau berhubungan dengan lingkungan dalam rentang waktu yang relatif panjang, seperti merger dengan perusahaan lain dan ini biasanya bersifat strategis.

Implikasi – implikasi adanya jaringan kerja SIM adalah:
1. sistem informasi adalah didesain untuk menyediakan informasi bagi tiap unit fungsional.
2. sistem informasi untuk unit fungsional yang saling berhubungan dapat dikelompokkan ke dalam suatu subsistem yang melayani fungsi operasional.
3. kaitan antar unit fungsional dapat disederhanakan dengan pemakai kaitan informasi antar kelompok dan dengan jalan pemakaian file sebagai penyangga.
C. STRUKTUR SIM
1. Subsistem Pemasaran
Fungsi pemasaran biasanya meliputi semua kegiatan yang berkaitan dengan promosi dan penjualan produk atau jasa. Transaksinya merupakan pesanan penjualan, pesanan promosi dan sebagainya.
2. Subsistem Produksi
Tanggungjawab fungsi produksi mencakup tekhnik produksi, perencanaan fasilitas produksi, penjadwalan dan pengoperasian fasilitas produksi.
3. Subsistem Logistik
Fungsi logistik meliputi kegiatan seperti pembelian, penerimaan, sediaan dan distribusi.
4. Subsistem Personalia
Fungsi personalia meliputi penerimaan, pelatihan, pencatatan, pembayaran dan pemberhentian. Transaksi menghasilkan dokumen yang menguraikan permintaan tenaga kerja, uraian jabatan, perincian pelatihan, data personalia, dsb.
Perencanaan Sumber Daya manusia
Langkah – langkah perencanaan:
a) perencanaan untuk kebutuhan masa depan
b) perencanaan untuk keseimbangan masa depan
c) perencanaan untuk pengadaan dan seleksi atau untuk pemberhentian sementara
d) perencanaan untuk pengembangan
untuk menyelesaikan langkah – langkah ini, manajer program perencanaan SDM harus mempertimbangkan 2 faktor:
1) rencana strategi dasar organisasi, beserta tujuan yang terinci dan sasaran serta taktik untuk membuat organisasi itu menjadi suatu realitas, yang akan menentukan kebutuhan personalia dan organisasi.
2) Perubahan potensial pada lingkungan luar dari organisasi yang bersangkutan. Hal tersebut dapat berarti perubahan pada dasar, ketersediaan dana atau tenaga kerja.
Rekrutmen adalah: menyediakan sekelompok calon yang cukup besar sehingga organisasi dapat menyeleksi karyawan yang memenuhi syarat sesuai dengan kebutuhan.
Seleksi dan penempatan
Pemilihan dari antara calon, baik dari dalam organisasi dan luar organisasi, yang paling sesuai dengan jabatan yang ada sekarang dan masa depan. Pada fase pertama calon diminta untuk melengkapi formulir lamaran. Pada fase kedua dilanjutkan tes yang tujuan utamanya adalah untuk memperoleh data mengenai pelamar yang dapat membantu memperkirakan keberhasilannya sebagai manajer.
Tes yang paling banyak digunakan dapat dikelompokkan kedalam empat kelompok:
1) Tes intelegensia: untuk megukur kemampuan mental dan daya ingat
2) Tes kecakapan (profiency) dan bakat (aptitude): untuk menemukan keterampilan yang dimiliki seseorang
3) Tes kejujuran (vocational): untuk menunjukkan bidang yang paling cocok bagi pelamar
4) Tes kepribadian: untuk mengungkapkan sifat – sifat pribadi pelamar dan caranya mempengaruhi orang lain.
Induksi dan Orientasi
Induksi dan orientasi dirancang untuk memberikan informasi yang dibutuhkan kepada karyawan baru agar adapat bekerja dengan enak dan efektif dalam organisasi.
Induksi dan orientasi akan membawa tiga macam informasi:
1) informasi umum tentang pekerjaan biasa sehari – hari.
2) Tinjauan tentang sejarah, tujuan, operasi dan produk atau jasa
3) Penyajian terinci mengenai kebijakan organisasi, aturan kerja dan tunjangan untuk karyawan.
Pemindahan dan Pemisahan
Pemindahan terdiri dari:
1) Promosi
Memberi tanggung jawab dan kekuasaan yang lebih besar kepada karyawan
2) Mutasi/transfer
Memindahkan karyawan dari jabatan yang satu ke jabatan yang lain dalam satu tingkatan organisasi secara horizontal tanpa adanya peningkatan tanggung jawab, kekuasaan maupun gaji.
3) Demosi
Memberi kekuasaan dan tanggung jawab yang lebih kecil kepada karyawan dari kekuasaan dan tanggung jawab sebelumnya.
Pemisahan / separasi adalah: memisahkan karyawan dari perusahaan, termasuk didalamnya:
1) pemberhentian / pemutusan hubungan kerja
2) pensiun
Beberapa Persoalan Struktur SIM:
1) ruang lingkup integrasi pengolahan dan integrasi file
2) luasnya interaksi manusia – mesin
3) SIM yang umum atau SIM yang khusus
BAB V
PERANGKAT SIM
A. PENELAAHAN SUATU SISTEM PENGOLAHAN DATA KOMPUTER DASAR
Dalam sistem pengolahan data terdapat lima unsur dasar, yakni: perangkat keras, perangkat lunak, file, prosedur dan personalianya.
1. Perangkat Keras
Perangkat keras untuk pengolahan data komputer terdiri atas perlengkapan yang mengerjakan fungsi sebagai berikut:
a) penyiapan data
b) masukan pada komputer
c) komputase, pengendalian dan penyimpanan utama (CPU)
d) penyimpanan sekunder
e) keluaran dari komputer
2. Perangkat Lunak
a) perangkat lunak sistem
perangkat lunak sistem melaksanakan tugas dasar tertentu yang diperlukan semua pemakai komputer.
Ada tiga jenis perangkat lunak sistem:
1) sistem operasi
fungsinya untuk mengelola proses komputer sebagai interface yang menghubungkan pemakai, perangkat lunak yang memproses data perusahaan dan perangkat keras.
Contoh: Unix, Windows, Linux
2) program utility
suatu routine yang memungkinkan pemakai untuk melaksanakan proses data dasar tertentu yang tidak unik pada satu aplikasi pemakai tertentu.
Contoh: pembuat kode
3) penerjemah bahasa komputer
bahasa pemrograman yang menterjemahkan intruksi programer menjadi intruksi komputer.
Contoh: cobol, C, C++, Java
b) perangkat lunak aplikasi
1) perangkat lunak aplikasi jadi
paket aplikasi jadi diproduksi oleh pemasok dan dijual kepada pemakai, untuk menggunakannya para pemakai perlu menginstal perangkat lunaknya.
Contoh: perangkat lunak pajak, akuntansi, gaji dan depresiasi aktiva tetap.
2) perangkat lunak aplikasi pesanan
perangkat lunak yang diciptakan sekarang jauh lebih sedikit dibanding tahun 1960 dan 1970-an karena biaya komputer menurun dan biaya gaji programmer terus meningkat.
B. LINGKUNGAN PENGENDALIAN UNTUK PENGOLAHAN KOMPUTER
Pengendalian mutu atas pengolahan data komputer dilakukan melalui dua rankaian pengendalian:
1. Hirarki pengendalian organisatoris dimana pengolahan informasi diselenggarakan.
2. Pengendalian spesifik atas suatu aplikasi.
Struktur organisatoris yang menetapkan dan menyelenggarakan pengendalian atas pengolahan dat komputer terdiri atas tiga tingkatan hirarki:

Pengendalian pucuk pimpinan
Pucuk pimpinan bertanggung jawab atas sistem pengolahan informasi. Tanggung jawabnya tercermin dalam kegiatan sebagai berikut:
1. pengesahan penambahan atau perubahan sistem
2. penelaah purna instalasi atas biaya dan daya guna proyek sistem
3. penelaahan atas kebiasaan organisasi dan pengendalian atas fungsi pengolahan informasi
4. memonitor prestasi
Pengendalian manajemen atas sistem informasi
Pengendaliannya meliputi:
1. pemeliharaan staf yang berbobot (seleksi, pelatihan dan evaluasi)
2. penjadwalan dan pengendalian atas karya staf pengolahan
3. pengendalian atas sumber daya program instalasi
4. pengendalian atas file komputer
5. pengendalian atas daur hidup pengembangan untuk aplikasi baru
6. pengendalian atas pemeliharaan
Fungsi pengendalian
Fungsi pengendalian akan mencakup tugas seperti:
1. pencatatan data masukan dan perekaman informasi pengendalian
2. perekaman kemampuan kerja yang dikerjakan bagian pengolahan
3. penyeragaman pengendalian komputer dengan informasi pengendlian lainnya
4. penyaringan rekaman konsoler komputer dan masukan pengandalian informasi sesuai dengan intstruksi pengendalian
5. penyaringan daftar kesalahan dan pemeliharaan catatan kesalahan atau laporan kesalahan
C. LAPORAN PUSAT PENGOLAHAN
Perangkat keras dan perangkat lunak dalam pusat pengolahan menyediakan salah satu lingkungan teknologis untuk sistem informasi yang maju.
Perangkat keras untuk mendukung sistem informasi yang maju pada umumnya memerlukan ciri sebagai berikut:
1. kemampuan komunikasi data.
2. kapasitas saluran dan kesamaan bidang (interface) untuk serangkaian peralatan masukan/keluaran dengan kecepatan tinggi/rendah.
3. kemampuan untuk pengoperasian “on line”
4. penyimpanan besar
5. penyimpanan on line sekunder yang sangat besar.
Perangkat lunak untuk sistem yang maju mencakup:
1. monitor komunikasi
2. sistem pengoperasian
3. sistem manajemen pangkalan data
D. PERANGKAT KERAS / PERANGKAT LUNAK UNTUK MANAJEMEN PENGOPERASIAN KOMPUTER
Kompleksitas perangkat keras dan perangkat lunak untuk sistem yang maju menunjukkan adanya kebutuhan akan kedua perangkat untuk memebantu dalam pengoperasian yang efisien.
Kecepatan pengolahan umumnya lebih besar dari kecepatan keluaran. Satu cara untuk memecahkan perbedaan ini adalah pemakaian spooling software. Perangkat lunak ini menerima keluaran dari program aplikasi, menyimpanannya secara sementara dalam penyimpanan sekunder kecepatan tinggi seperti piringan dan mengatur keluaran untuk pencetakan atau peralatan lain bilamana peralatan itu tersedia.
1. Sistem yang disebar
Dalam sistem yang disebar terdapat pemencaran (desentralisasi) kegiatan dalam rangka suatu jaringan dengan peraturan sistem yang luas.
Sistem yang disebar terdiri atas unsur fisik sebagai berikut:
a) pengolahan yang disebar
dalam pengolahan yang disebar, suatu penyebaran pengolahan memungkinkan banyak logik pengolahan dan penyimpanan ditempatkan dekat pada lokasi transaksi dengan mempertahankan beberapa manfaat besar yang terpusat.
b) komunikasi yang disebar
komunikasi yang disebar memakai struktur jaringan yang setiap pusat susunannya terdiri dari suatu komputer mini yang mengendalikan komunikasi antara dua arah.
c) pangkalan data yang disebar
Dalam sistem yang disebar, pangakalan data bisa ditempatkan dekat pada pemakaian utama. Keadaan ini bisa melibatkan beberapa duplikasi data organisasi demi efisiensi pengoperasian

EVALUASI SISTEM INFORMASI
A. PENGERTIAN EVALUASI SISTEM
